Puerto Vallarta, which is a Mexican restaurant currently located on Madison Ave near the Mall of the Bluffs is relocating to the old Sam's Italian Villa building at 3312 W Broadway. They hope to have it open by late November or early December.

We ate there once....it was a huge space for a restaurant. Even on a busy Friday night there was at least one whole section not being used. It worked better when it was a Valentino's buffet.

The whole Mall of the Bluffs / Madison Ave area is ripe for a massive refresh. That area is centrally located for a huge number of residents and has a very busy I-80 exit.

We sere at the mall for trick or treating tonight. Such a grsat place....i wish that a developer would come in and save it, it could be so good.

I agree, it is a good space, but unfortunately with all the businesses that have moved, it would be hard to have it come back in its former use.

In the 60s and 70s that building was the Howard Johnson Restaurant. The food in that place was worse then school cafeteria food but some people loved it. I knew a number of people myself included that rated that Howard Johnsons as the absolute most worst place to eat in the Omaha area.
I know this is an old post but in the 90s and early 2000's that building was a restaurant called the Bleu Ox (or something along those lines). It had surprisingly good food and was the last restaurant we ate at in Council Bluffs before moving to Tampa.

Funding for additional improvements at River’s Edge Park and a contract for engineering along West Broadway were approved Monday evening by the Council Bluffs City Council.
Council members approved an agreement with HGM Associates Inc. for the first of five phases for the reconstruction of West Broadway. The project is budgeted for $6 million for its first phase, with the total improvements slated to cost $22 million.
Mayor Matt Walsh said the city could have gone faster, but it wanted as little disruption as possible for the businesses along the main thoroughfare on the west end.
“The transformation will be dramatic when it is done,” he said. “We are staging that so that businesses that are located on West Broadway are as minimally affected as possible.”

More info from the Nonpareil:
The project will completely reconstruct West Broadway from 15th Street on the east to 36th Street on the west, and will involve the replacement of pavement, traffic signals, street lights, sidewalks, sanitary and storm sewers and drainage improvements. Streetscape features will also be incorporated.
The length of time needed to complete the project will require multiple phases of design and construction, said City Engineer Matt Cox. HGM, along with HDR Engineering, will assist city officials on the length of this first phase.
A preliminary budget of $6 million from the city’s Capital Improvement Plan has been set aside for this first phase. The total project cost could reach $22 million.
West Broadway has long been maintained by the Iowa Department of Transportation as U.S. Highway 6. The DOT and Council Bluffs officials are working to permanently transfer jurisdiction of the street to the city, with the state proposing for the city a one-time, $20 million payment next spring.

Change in jurisdiction for bustling Bluffs intersection
The transfer of jurisdiction to Council Bluffs from the State of Iowa on two major streets is now official.
The Council Bluffs City Council Monday evening authorized Mayor Matt Walsh to sign the necessary paperwork giving Council Bluffs control of West Broadway from Sixth Street to 36th Street as well as North 16th Street from Broadway to Big Lake Road.
The estimated cost of reconstruction of West Broadway from 15th Street to 36th Street is $26 million. The city will schedule that work likely over five years, according to Public Works Director Greg Reeder.

In other business, the council approved the plans for the East Broadway realignment at Kanesville Boulevard.
The project involves the reconfiguration of the intersection to allow right turn on red onto Kanesville and left turn on green onto East Broadway when traffic allows for it.
Currently, East Broadway motorists continuing east on Kanesville must wait for a green light at the traffic stop whether there’s oncoming traffic or not. Westbound motorists turning onto East Broadway face a similar situation.

CB is replacing its streetlights with LEDs.

When white is 'green': Bluffs street lights to get makeover
Comer said the LED lights provide a brighter, whiter light than the older high-pressure sodium lights. The LED bulbs last an average of 15 to 20 years compared to the 3- to 5-year lifespan of high-pressure sodium lights.
As an added advantage and cost savings, the LED fixtures use 35 percent to 50 percent less electricity than high-pressure sodium fixtures.

They must have solved the cold weather issues with them..

Here is the rendering released by Council Bluffs Monday night showing the reconstruction of West Broadway. Not sure how all the business owners are going to like it with a median like that since it won't allow for easy turns into businesses. I think it looks great, but wondering how the public will perceive it.

If the medians are only placed every few blocks, I think that will look great and work well. I did hear that the time table for the project is 5 years. That seems a bit long, I would like to see it completed in 2-3 years. (maybe closing eastbound lanes and shifting traffic to the westbound lanes) It is also easier to move traffic around since Ave A is can help to carry westbound traffic since it is already one-way)

I love that plan. I really like those colorful, watercolor renderings. Sometimes, with all the computer-generated renderings nowadays, I miss that kind of touch.
I can get pushed out because I'm "too much" for some. Then, an observer of me comes suddenly swooping in to "fill my shoes." People are always more accepting of the new one, because their feathers aren't truly ruffled by them. (Yawn) I can count on it every time.

A few more details from the Nonpareil:
The first segment, as displayed at the meeting, will begin at 36th Street to 33rd Street. Segment 2, to be done in 2018, will reconstruct Broadway from 33rd Street to 27th Street.
Segment 3, slated for 2019, will go from 27th Street to 24th Street, while Segment 4, in 2020, will go from 24th Street to 20th Street. Lastly, Segment 5 will finish the project in 2021 going out to 15th Street.
Work will involve installation of storm sewers and new water mains. The pavement, whether its asphalt or concrete, is yet to be determined. The plan is to keep one lane in each direction open during these segments, though through traffic will be encouraged to use Avenue A or Second Avenue.

Landscaping is also planned, including the installation of five suggested landscaped medians in various portions of the road.
Not sure why they wouldn't use concrete on the project other than cost. If you are going to tear up the city's main thoroughfare for the first time in 60 years, you might as well do it right so it lasts.

I would presume they would be tearing up the whole street and starting frpom scratch to include the storm sewers... so why would they even mention asphalt :?:

That is what I was wondering.
Since oil is dirt cheap right now, so is asphalt... I don't work on public project, but on the private side, we went almost a decade without using it, but lately we have had a few people ask about it again.

When leaving downtown Omaha it going into CB on West Broadway the very very first building on West Broadway has been demolished, I think it was most recently a payday loan or a buy here pay here car lot something like that ,painted pretty ugly colors, been empty for a while, but it's gone now

‘Needed’ senior living complex proposed along West Broadway
Illinois-based development firm Brinshore is requesting city council approval Monday to build a 49-unit, three-story apartment building, along with two duplexes and two triplexes south of First Avenue between South 28th and South 29th streets.

The facility would be called West Broadway Village. With council approval, the project could begin next summer and would be the company’s first development in Council Bluffs, according to company spokesman Todd Lieberman. Brinshore is the master developer for the Highlander Neighborhood revitalization project in north Omaha.

Bluffs City Council gives blessing to church housing project
The Council Bluffs City Council Monday evening gave its blessing to a senior housing project that was requested by a local church.
The 5 to 0 vote gave Corpus Christi Parish, which has three worship sites, the go-ahead to construct a three-story building with 34 units on the vacant block it owns by its worship site at Holy Family Church, 2217 Ave. B.
The units would be a mix of one- and two-bedroom models at affordable rates for seniors 55 and older, according to Rev. Tom Thakadipuram.

Here is the timeline for 1st year of West Broadway reconstruction:

The first phase of the five-year project should take place on this timetable:

• In March and April, a new water main will be built in the north sidewalk area from 36th Street to near 32nd Street. During that phase of the construction, the north (curb) westbound lane will be closed. All other lanes will remain open.

• From April to July, the new storm sewer will be constructed along with a new westbound lane on the north. Work will also be completed on driveways and sidewalks on the north side.

Existing westbound lanes will close to traffic and local West Broadway traffic will use the south side for both westbound and eastbound traffic. Traffic will be converted to one lane in each direction, with a center turn lane.


Intersection closures at 36th Street and 34th Street will be alternated with 35th Street. Due to less traffic at night, overnight westbound or eastbound closures will occur during this stage to construct water main and storm sewer crossings.

• From July through September, reconstruction will move to the south side of the street, with a new eastbound lane on the south side being constructed along with driveway and sidewalk work on the south side of the street. Existing eastbound lanes will close to traffic and local West Broadway traffic will use the north side for both eastbound and westbound travel.

Again, intersection closures of 36th and 34th streets will be alternated with 35th Street.

• During October, the middle lanes of West Broadway will close, with traffic shifting to one lane on the south heading eastbound and one on the north heading westbound. Intersection closures at 35th and 34th streets will be alternated.

Nighttime westbound and eastbound closures will also take place in October.

• In November and December, the final stage of the first phase of the reconstruction will focus on aesthetic improvements including lighting and landscaping. During this time, outside lanes and sidewalks may close intermittently for construction access.

Throughout the reconstruction in the first phase of the project, local West Broadway traffic will be able to access businesses through existing driveways or by using designated alternate routes.

Those traveling westbound are urged to use Avenue A as an alternate to driving on West Broadway. Likewise, those driving eastbound are encouraged to use Second Avenue as an alternative.

Speaking of West Broadway - I noticed that the signs on I-480 have the highway six shield covered now. Does anyone know why? Is it to detour people from using Broadway while this construction goes on?

So then what happened to Highway 6? It's a cross-country highway and they couldn't have just gotten rid of part of it.

I was curious so I reached out to the Iowa DOT and found that they did reroute Highway 6 to I-29 & I-80.

That resulted in why the signs were removed on I-480 and West Broadway in Iowa because West Broadway is no longer a state route. We are in the process of installing signing on the new route which is I-480, I-29, I-80 to exit 8 which connects to US 6 East. Below is the new US 6 route through Council Bluffs (magenta line). Light blue line is the original location.

The re-routing of this represents further progress to improve continuity and expedite the flow of local and through traffic. The proposed route is better suited to carry commercial
vehicles, which will no longer traverse through the middle of Council Bluffs. A portion of the existing route was transferred to the city of Council Bluffs, which has plans to improve and beautify the existing route corridor for local traffic. The remainder of the existing route will be temporarily designated as a state route.

Getting to the question of the median. What are the realities of this debate? Will the medians really mess up business traffic on Broadway? Will the median strip do any real visual improvement to the west Broadway area?
